Use of Infrastructure

This section contains the CUI Uniform Rules as well as the European General Terms and Conditions of Use of Railway Infrastructure (EGTC). The EGTC were negotiated between the CIT and RailNetEurope (RNE) with the support of the CER, the UIC and the EIM. They were finalised in October 2010.

CUI Committee

The CUI Committee is the CIT body which handles infrastructure use questions. It approved the general terms and conditions for the use of infrastructure which were negotiated with the RNE at the end of 2010. Since then it has been working on their implementation. The CUI Committee is currently composed of the following undertakings: BDZ, ČD, CFF/SBB Cargo, CFL, CFR Calatori, DB, Green Cargo, LDZ, LG, PKP, RCA, RENFE, SNCB/NMBS, SNCF, TRAINOSE, Trenitalia, ŽSSK Cargo.

Network statements

Every infrastructure manager publishes the conditions of access to and use of his network on his website. RailNetEurope (RNE) (the infrastructure managers’ association, based in Vienna) has links to these conditions on its website:

European General Terms and Conditions of use of railway infrastructure (EGTC)

The General Terms and Conditions for use of railway infrastructure standardise the main elements of the contract between infrastructure managers and railway undertakings using the infrastructure (rights and duties of the parties, liability in the event of delays and accidents, settlement of disputes). By their nature not binding, the general terms and conditions may be integrated into bilateral contracts between the parties if the parties to the contract so agree.
