CUI Committee meeting on 29 May 2026

The CUI Committee held its meeting on 29 May under the chairmanship of Alberto Gallo (Trenitalia). The meeting focused on the EU Capacity Regulation, published in the meantime on 10 June 2026 (Regulation (EU) 2026/1184 of the European Parliament and of the Council of 20 May 2026 on the use of railway infrastructure capacity in the single European railway area, amending Directive 2012/34/EU and repealing Regulation (EU) No 913/2010).

The CIT General Secretariat’s report provided an insight into the future regulatory framework, including the governance structure for infrastructure capacity management, traffic management, and performance review. The challenges facing rail operators were explained, including the role of important bodies such as the ENIM as IM coordinator and the ERP as rail sectoral platform, as well as the new digital link between the Capacity Regulation and the TEL TSI Regulation. The targeted role of CIT within this new structure was considered.

The meeting also offered an opportunity to briefly mention the current status of a potential revision of the COTIF/CUI at OTIF level, as well as CIT’s participation in the European Commission’s two SERAF sub-groups on Framework Agreements and Service Facilities.

Thank you to the CIT members involved for the fruitful exchange and for helping us be well prepared for CIT’s future targeted work on these issues.

The next CUI committee meeting will be held in Bern and online in December 2026. In this regard, the CIT GS sent on 30 June 2026 to all CIT Members the Circular letter 07/2026 concerning the Call for membership of the CUI Committee, to renew the composition of the CUI Committee and ensure that CIT includes experts who will actively contribute to future work and participate in discussions.
